Here's the reframe worth making before they internalize it: quiet is not a defect. Quiet is a kind of voice.
The problem with "come out of your shell"
Roughly a third of children are temperamentally introverted, and the research on introversion is clear that it's a stable, healthy trait — not a phase to be trained away. When adults constantly push a quiet child to be louder, the child doesn't become extroverted. They become an introvert who believes something is wrong with them.
What quiet kids need instead is evidence that quiet works.
A story where the quiet one leads

Read it to the whole crew. Extroverted siblings hearing that quiet voices have power tend to interrupt the quiet one a little less — the story does the advocacy so you don't have to referee.
